When I installed Pokemon US first, I got the same error message.

I tried tons of stuff. In the end I got a CIA file from the web, compared it to the one I had, and noticed a difference in size. So maybe there was a version difference (e.g., region, something modified in the game).

While I am in Europe, and you seem to stem from China, the CIA files that work for me are the following:
  • Pokemon Ultra Sun (EU): 3.608.989 kb
  • Pokemon Ultra Sun update 1.2: 68.487 kb
While I do not know if the Chinese version is the exact same size, but if you have access to multiple CIA files, compare sizes. Their sizes could be different, denoting different versions.

Additionally, only try to install the base game. If that fails, that sucks, and you know that CIA does not work for you. If it works, you can download the update file via the 3DS.
