Homebrew Pokemon Red Manga GBA

I am trying to play this pokemon fire red hack on my 3ds and its saying error when I try to play it after I download it as a cia? Is it possible to play this on a homebrew 3ds? https://www.pokecommunity.com/showthread.php?t=298920&page=622

tldr - the rom is excessively big, in flagrant violation of the GBA specifications (which could be solved by using a mapper, as was done in certain GBA Video titles, but agbfirm doesn't emulate that mapper anyway)
