ROM Hack Pokemon Platinum USA Save File Request

I've heard you can create a save file for NDS games. like a pokemon game having all the pokemon or items.

If this is possible. I want to make a request. I want pokemon platinum USA -link removed- save file for ds DS Linker.

I'd like to have:

Chikorita Level 10 - Tackle, Razor Leaf, Poisonpowder, Growl.
Cyndaquil Level 10 - Tackle, Leer, Smokescreen, Ember.
Totodile Level 10 - Scratch, Water Gun, Rage, Leer.
No nicknames.

I also want 2 Red Shards and 6 Blue Shards in the bag, and the game in the very start.
Just that.

Name: Lucas / Rival Name: Jun.

If you can do this, please help me!
