ROM Hack Pokemon HG/SS Sprite swapping?

I want to edit/swap some sprites and graphics, but I don't know how to edit anything in HG/SS. I downloaded a hex editor quite a while ago and tried but didn't succeed in doing anything. Are there any tools that currently work with HG/SS? If not, could someone point me into the right direction of sprite editing/swapping?

i tried to swap stuff too. all you get in that game are folders with number names and number files.
