ROM Hack Pokemon Black and White Translating Tools

I would like to help out with the translation of the games, and for that I will need the tools. Can anyone here provide me with a link, video or anything that will give me the tools or teach me about them if needed.

i use nitro explorer to extract a/0/0/2 from the rom.
rename it to 2.narc

open up PPTXT and open up 2.narc

I tried it your way, but when I open the narc up with PPTXT, it says that the program isn't responding and then it closes.
