If you are referring to the Nintendo DS Browser, then yes. You'll need a slot 2 card for RAM or it won't work. So get a slot 2 flash cart (with RAM) like the Supercard or EZ 3 in 1 and patch the ROM with the necessary patch.

No. Except for the ones in DSLinux, but I wouldn't bother with DSlinux.
