I had some playstation network games and deleted them because I needed my memory card for playstation games for my 1000. I got another memory card for my 3000. I still have the licenses for my games. I can't download the games because it wants me to update my psp. Can I download the psn games and copy licenses ove and play them?

If you've bought the originals, you should be able to download them (the so called illegal versions) without legal problems (unless you sold your old PSP with those licenses). I guess it depends on your local law though (if you're allowed to make/have a backup version of your legally purchased games etc). I know that the NDS has a function to transfer ID's (from games) to another console, no idea if the PSP has it too though ... afaik the licences are linked to the MAC (local ID of the unit in this case) when you purchase them.

tried downloading them through sony's media manager tool?
from what i know it doesn't check your psp firmware.
