Yes, I think so. Try booting safe mode, then update from usb. I do not know if this works without an hdd, but it should say install x firmware or later. The x firmware is what you're on. It may say to install a storage medium first, but it doesn't hurt to try.

I booted to safe mode and i tried install software system 9.0 and ps4 was asking for system software is 9.6

Can't install 9.00 if it asks for 9.60
