It does, but I mean JPN eShop only works with JPN PayPal, and replace JPN with US of EU and it's still true.

You can create a Japanese account right from the Nintendo Account creation page (Google it, I don't know the domain). I've heard people say that US eShop cards just put the equivalent Yen on a Japanese account, but you might actually need a Japanese card now that I think about it
