ROM Hack Permanent CPU Unlock rxTools?

Is there a way to unlock the CPU on the N3DS like in HANS, but permanently? It would be really nice to play games at a stable framerate (looking at you, MGS3 >.>) and be able to use the c-stick and extra buttons.

If anyone can help me with this one, I would be really appreciative.

Give the NTR CFW Clock plugin a look. It's not on by default, but you can turn it on easily.

I have this cpu.plg but I dont know where to put it so it could work in rxtools? do i need to install ntr cfw?
