So I have been trying to create a new Partition on my WD 500GB HD so I can use it with USB loader but I just cant get it to work. I am going to show you all the steps I have taken and what happens.

Why Does it do this? No matter how big or small I make it, it always gives me this error.

Your images aren't working. Either list the steps, or upload the pictures again.
