Just want to be sure, but is anyone else getting a 1.35 kB file for the otp.bin?

I just want to verify if this is indeed the final size of the OTP.bin

Whenever I open up a homebrew app that requires me to turn off the wii u to exit, I'm required to turn it off from the console and not the gamepad. Does anyone know how to turn of the wii u without the gamepad? whenever I turn it off from the gamepad it just reopens the homebrew app, and im stuck again.
