There's some Sims games for the DS, even though they don't really compare to the PC version. Then there's also Civ IV for DS, which isn't anything like AC or HM, but if you like strategy games, it's still pretty fun.

That's still not open world. You're not getting the definition.

"Open world" in the sense he's talking about is non linearity and an overworld you're free to explore. Not having a cookie cutter routine of mission, mission, and mission, but being able to do a mission, wander around, maybe find a side mission, maybe just spend more time wandering or finding stuff or doing alternate missions, etc. Like Grand Theft Auto is open world. Pirates! is open world. Saying "OH LOOK IT HAS A BIG LEVEL CAP" and stuff is completely irrelevant.
 
games where you can explore freely when you want?

after you beat it... the WFC games in general

Phantasy star zero (chose a map and rock on it, earn accomplishments, play online and so on)
FFCC: Echoes of time (same as above)
