Hacking O3DS 9.9

My gf has an O3DS on 9.9. Is it best to upgrade to 10.3 and then downgrade to 9.2 or is there a direct downgrade from 9.9 to 9.2?

Is it still safe to upgrade via Nintendo? No sneaky 10.4 made its way in yet?

AFAIK there is no 10.4 update. Just try to downgrade from 9.9 first using SafeSysUpdater and if it softbrick (An error has occurred) just use recovery mode to upgrade to 10.3 and try again

I've not heard anyone say that. I downgraded both my O3DS and N3DSXL from 9.9 to 9.2.

If the downgrade results in a softbrick, will all the Mii plaza data be lost from recovery mode?

My gf is a bit nervous about me losing her data (even though I have successfully downgraded two N3DS's)

I'm not sure if Recovery Mode formats the system. If it only updates the FW back to 10.3; no, but if it formats and therefore wipes NAND, yes.
