Maschell's fork for cfw, repackaged the wup with NUSPacker, installed with WUP Installer MOD Y. I at least know part of the meta is right because the icon and name are both correct. It just installs as update data.

Edit: Sorry I actually used New Super Mario Bros as a base. I compared the app.xml and they had different apptypes which didn't make sense since that should be the same if they are both ds vc...
everything seems to be in order, what did you exactly change anyway? like you put rom.zip where it should be but what other xml changes have you made?

Works perfectly now! Thanks for the help, and thanks to @Maschell for all his hard work on NUSpacker and iosuhax.

have you place fw.img in sd:/wupserver/fw.img like @Maschell explain?
thank you

Well its technically pirated content unless you paid there developer fee and got files sent straight to you from them and I have no idea how to use it sorry was just pointing out that you are asking for help to use an official nintendo SDK that you didn't pay for and if you did you would be breaking their NDA development clause where it states you cannot use those tools for anything other than strictly developing games for the wii u otherwise they can sue you up the ass
KevinX8, if you are so worried about piracy, why are you even on this site? I'm not asking to download the SDK, or even to pirate games, I'm asking for instructions on how to use a program that was built not by Nintendo, but by a developer. If you don't know how to use it than why waste time with useless prattling?
Ya right hey.

You'll need a valid ticket to use it in sysnand without sig patches, but you can install the normal game then transfer the mod files from SD to USB using wupclient which will allow you to use it on sysnand without sig patches.

Oh wow, that's incredible news.

I'm pretty sure repacked games do work but it's not recommended.

Is there a chance I can brick the console by using the method described above?

Does the game actually boot?
in my testing repacking the loadiine Puyo Puyo Tetris freezes on load screen, even when keeping region intact, and remains non functional. That is, unless you install the official patch without repacking it at all and the game is functional because... Wii U reasons.

Yes, I had to install the JPN update over my NUSpacked game in order for it to boot. Not sure why, but I'm not set back by it. Very fun game! Too bad the English translation project seems to be dead.

Is it still possible to install on sysNAND? Apparently Maschell removed his iosuhax fork from github, I can't find it anywhere.
All of Maschell's fixes have been merged in to Dimok's fork of iosuhax.

Just use "make cfw" instead of "make" when compiling in order to create a sysNAND fw.img.

I've seen people have troubles packing some games because they aren't a perfect dump (meaning they were probably dumped with DDD, which won't give 1:1 dump)
I've been experimenting with the wupserver commands and discovered several days ago that you can make a perfect 1:1 dump using wupserver commands, and you can dump straight to SD card which is much faster than trying to dump over the network.
I've created a python script that dumps the disc inserted in the Wii U to SD:
http://gbatemp.net/threads/release-discdump-py-python-disc-dumper.449758/

If anyone wants to test dumping and packing with any of the games people have mentioned having issues with I would greatly appreciate it.

Has anyone been able to dump games from a disc and get the new NUSpacker to work on SysNAND?
I just posted but didn't realize a question was right above me to reply to.
Try dumping the game with my script and then packing it. If you dump with my script (which makes use of wupserver instead of DDD) and then use NUSpacker, it SHOULD work with any CFW with signature patches.

I believe we could do this using ftpiiu_everwhere as well, which would save the extra step of transferring the dumped data from an SD to a PC.
Might be faster in some cases as well. (I usually get around a 600KB transfer rate when dumping files with FileZilla.)

The transfer rates for dumping directly to SD are only limited by the hardware's speeds, not the network's
