ROM Hack Not a valid RomFS binary

I'm trying to dump FE Fates' DLCs, and I'm getting stuck. First I used PackHack and dump the CIA and I get a bunch of these.

I dump one of them as CXI and this is what I get.

However, I can't extract the DecryptedRomFS.bin using "RFSE" because it says not a valid RomFS binary. Where did I go wrong?

What do you want exactly? With GodMode9 you can extract the exefs and romfs directly from the 3ds if you have the dlc installed.
