Gaming No Man's Sky low FPS

so i got that game a while ago. i'd like to play it but i do not understand why am i getting 47 -30 fps unless i look at the sky even on low settings at 1080p
i switched to 720p and got solid 60 fps with or without ultra settings. and btw i turned off anti alliasing and anisotropic filtering
it annoys me. i tried other games and games that are more graphically intensive than nms like gta 5 fallout 4 dirt rally doom 2016 skyrim se and they run at 60-80 fps with ultra settings
my laptop specs are
16gb ddr4 ram
gtx 1060 3gb
i7 6700hq
1 tb hdd drive.
downloaded latest nvidia driver

is it my laptop's fault or the game just not properly optimised
some help would be approciated

Did you uninstall all of the unnecessary bloatware yet? Also close all programs running in the background and make sure your laptop is running in performance mode. If this doesn't help the game is probably at fault.
