Hacking Nintendont Controller Config Not Loading Sn30Pro Plus

So I tried creating my own controller.ini file for my Sn30pro plus using HID test and the controller is being recognized by HID test. However, HID test is failing to load the config and the controller is not working in nintendont. I attached the controller.ini below.

I tried:
usb:/controller.ini
usb:/controllers/VID_PID.ini

Neither of these worked.
