You can install the Nintendo Video application, but I don't believe it will run anymore as it has shut down.
You can always find CIA video files on "that ISO site" as Nintendo released a few, including the mentioned Dinosaur Office, but I believe it was only one episode.
Another thing you can do is inject your own video files to CIA, more on that here. Not sure if it's outdated or not, but it was the first thing I got via Google search

    If your throat closes, putting oxygen in your mouth will not solve anything - as you will be introducing oxygen prior to the area of obstruction
