Actually, I think some of the tools (such as the mobiclip encoder someone mentioned) can still be used for homebrew as long as the output files don't contain any binary blobs belonging to Nintendo/Unity/whoever
Basically what you get access to is everything that you will probably need to actually write a game and get it ready for submission. They don't really tell you what they use, although there is public what is known and what is already inferred, so there's Unity for sure, and to be sure to compile properly you'll need the toolchain and compiler, although the names of those are not disclosed.Well im trying to find out the tools that are provided before I signup so I know what I can do with them you know? I dont want to signup to something that I wont use.
