Homebrew New 3ds 9.9

Hi everyone,
im a newbie and i bought a new 3ds two months ago, i dont have any game im short on money.
I heard that i can use ironhax and tubehax to instal the homebrew chanel but i also heard that it could not permit me to play roms.
i heard that i could play downloaded roms with a CFW like pasta but my litle brother updated my New 3ds to 9.9 (before the version was 9.2 ......)
i dont want to spend money in a linker, can you help me. How can i instal a cfw for my n3ds 9.9.

Ps : i also heard about FBI, its a homebrew wich allows to instal .cia , i have some questions about it :
- if i run ironhax could i instal fbi on my n3ds ?
- can i convert 3ds roms to .cia and then use FBI to instal them into my new 3ds to play downloaded roms ?

You cant install CFW so smack your brother in the back of the head for me, also your only option of playing 3ds games is to buy a sky3ds or for homebrew you need ironfall invasion,youtube, or cubic ninja and follow the instructions here http://smealum.github.io/3ds/

No we knew this was possible for a while/ further hacks need a new entrypoint from one of the am services or the keys used on 9.6+ from nintendo.

Sorry. I think we are too pessimistic with the 3DS hack. When i see recent homebrow and other possibility in 3DS hack, i think we need to hope.

Nintendo patched some things on 9.3 so we need to get a completely new exploit to make cia and pasta work a exploit that give access to advanced things if someone find it and gives access to that maybe we get cias working on 9.9
