I have steelhax and I couldn't run fbi, I can't downgrade my firmware, so help me with a 3dsx that works with steelhax 11.9

steelhax is a userland entrypoint. it wont matter what 3dsx you find it wont work. fbi requires full cfw in order to be used

If you have steelhax you should be able to use Frogminer to install CFW. Without CFW you can't use FBI, as lone_wolf said above.
