ROM Hack Need some advice for soft brick.

Hi I have searched alot of information but i'm really not sure what is the best solution and need advice from your guys.
1st I have 2ds frimware 10.3.0.28J
and make a boot9strap + luma CFW 8.0
after that i got error arm11 data abort ctrapp. ( I really need to fix this but i didn't do it)

on step 10 I got error arm 11 while, I downgarde and after that my 2ds is softbrick.

can anyone suggest what choose I do now ?

the thing I want is
1. my 2ds work again
2. I can change region from Japan to USA.

Can you do a CTR TRANSFER ?

if you were able to backup your nand before doing this and have godmode9 or equivalent you might be able to restore your device, also it's not necessary to change the device region as luma makes your device region free, with the exception of needing to make locale files so that games that complain about not being able to write to the sd card can do so, it's also no longer necessary to downgrade your device as boot9strap doesn't require lower firmware versions (in fact it's recommended that you be on 11.6 iirc)
