I'm not sure what you're asking.... The guide has comprehensible directions and this is something that can only be done locally. I don't know if you're asking someone to walk you through the process, or if you're asking for someone to do it remotely (which isn't even possible). As for the VPN, I'm pretty sure it doesn't matter one way or the other since you can 100% access Nintendo's servers on a proxy.
