Hacking Need help packages cannot work for PS3

Hi All
I am on Cobra 4.87, with Webman installed.
I bought the console years ago second hand, came with 320gb.
Decided have a spare hdd lying around updated it to 1tb.
I didnt have a fat32 hdd big enough to copy my old files.
So i only copied the saves files, did not mind the trophies or the games
Now after format, packages dont work
I have installed the packages, when i try to play the it comes with "This content can be used if you renew the license in PlayStation store"
I have created a PSN account via the Console and also downloaded a free game, but some how i cannot active the System comes with error 80029519
Games in GAMES folder and ISO works, but packages do not.
I have tried plugging back the old HDD but there is no video signal.
Tried ReactPSN, it signs the RAP to rip, but the same error message came up.
Tried PSN Patch not sure if was doing the right thing
I think the last step for me is to try the PS3xploit resigner, but not sure where to put what files
Would be good if someone can give me some pointers.

I found the solution thanks to the Apollo tool.
Use the RAP to RIP conversion and packages worked
ReactPSN and PSNPatch did not work for me. Possibly because my PS3 could not be activated
