ROM Hack Need Help Modding Pokemon Moon! Please Help!

Are there other non-cheat mod like this for other games too? I thought it is all about cheat. Where do i start if i want to do some modding?

Based on my experience if you want to start modding you would need a CFW that has layeredFS patching. (Luma3DS CFW) If you already have that, you would need to use GodMode9 to dump the romFS and the exeFS from either the cartridge or the .CIA/.3DS file (this is obtained by dumping the cartridge to .CIA or .3DS). Then (if you are using a Pokemon game) you would need to download pk3DS onto your PC. Insert your 3DS sd card into your PC, then in pk3DS you need to select the romFS folder. It should load it and recognize your game. You can now edit a whole bunch of things. Already have b9s with luma and godmode9, but because i thought it is all cheat mod, i never care about it before.
So you need different tools for different games? Are there a lot of non-cheat mod? Do you know some sites with mod collection(i'll look this up myself later, but if you know it will be a great help)?

I don't know if you need other tools. I would check in the ROM Hacking, Translations and Utilities page for mods. I would check GBATemp, YouTube, Discord, etc. I am still new to this, so I would just look online. If you have more questions I will try to help.

I don't have the resources currently to do it myself. It should be the SUMO starters, Cubone, Gumshoos, and Crystal Onix textures.

I told you we can't. As per rules you can't even ask someone to do that for you. You're asking for someone to rebuild and send you the entire game; that's illegal. As much as I would love to, I can't break the rules to help you. Not to mention you do realize that file is over 3GB right? It's not something that can be done quickly. Perhaps you should put your editing on hold until you obtain the resources to do it yourself.

OK, I didn't realize that you would have to send the ENTIRE game. I am still new to this.

So the textures are in a/0/9/4 right? I used your "Mini Tutorial" on editing SUMO textures and I think it worked. I haven't tested yet, because I am at school. I had to use a school PC to use Pk3DS.
