Homebrew Nagging and RxTools

I basically need to get RxTools to get EmuNAND to get rid of my nag and allow myself to use Internet. But, I don't know how to get RxTools because it requires Internet. Help me please, once again... ;;-;;

• Download Gateway firmware an extract launcher.dat to your sd card. Open the browser and go to "http://go.gateway-3ds.com", and select the option to backup your system NAND.
• Follow this tutorial
• After you're donw, replace your rxtools files with these ones
• Install menuhax
• Install ctrBootManager

He can't use the browser because of the nag. That's the problem. He has an O3DS probably.

If he has homebrew use the emunand 9 app to create a sysnand backup.

Yeah, but he can't set up RxTools
