I just got my Japanese N3DS and it came with FW 8.1.0-0J. Will I be able to use Ninjhax even though there's no browser?

If there's no browser installed then I don't believe you would be able to run ninjhax on 8.1.
But if you really do have Cubic Ninja, there's no reason you can't update to 10.7, then run ninjhax and downgrade to 9.2
