ROM Hack Modifying DSiWare

So, I'm attempting to modify a specific DSiWare title on a homebrewed DSi, but if I even try to make a change in the strings with a hex edit, it will crash on boot. I found a thread on doing this from 2015, but what's the best method in 2019?
