ROM Hack Modify GW downgrade pack?

I got as far. Only the 3DS can create a ticket.db and I probably won't be REing it to learn how. I'll use DevMenu to generate it with the edits I made, probably

Edit: Turns out I can take apart DevMenu and see what they do to gen. Will post results if I get anything working
EditEdit: I found the part where the cia import is finalized and the call to the finalizing import am service. I can't really do anything else without ram dumps now.

would be great if you can find a way to generate a modified ticket.db
 
Not sure where this has gone, but has anyone made something to rebuild a DG file?

I'm thinking of trying to create a "reverse" downgrade file so I can update sysnand to 9.2 (don't ask. I have my reasons. :P ).

Currently updating sysnand to 9.x using CIAs/ROMs results in a brick. (I've tried it by updating emunand and flashing that to sysnand as well. Also did the same process for Palantine CFW and the end result is the same)

Currently available exploits seem to brake CIA/Rom updates to sysnand. I've heard updating from settings menu still works, but of coarse I don't want to update to 9.5. :P

I've tried using DevMan 6.2 and BigBlueMenu. BigRedMenu doesn't appear to install sysnand titles at all since rebooting after I tried it only has a 4.5 sysnand that was apparently untouched. (unless I'm not using a the right button combination? I wish that one provided valid button combinations listed on top screen like DevMan/BBM does)
