Modchip not working

Hi guys and gals! I'm having problem with my wii. My old wii(USA) disc drive is not working well (chipped) so i took a new disc drive from a japanese wii also (chipped) but the problem is it doesn't read the back up discs. These disc works on old disc drive. Are modchip region base? The chip on the pic is the one from Japanese wii. Thanks

I don't know anything about ModChips... but I think Disc Drives are indeed region locked.
