Is there a patch for the Mario Kart DS kiosk beta that allows me to use the debug menu without an AR? Because I want to play the beta courses while running the game in TWloader, which doesn't support cheats at the moment...

It allows you to hardpatch cheats into games, don't know if it will sort your issue here but similar concepts have worked for many when faced with similarly limited methods of running things.
Personally I would suggest getting a real device to run it on as it is pretty cheap right now but play it how you will.

I've owned both iPhone and Androids over the years. Both are just as good, other than Apples higher price. I'm currently on Android, Samsung S21 I think, and very happy with it. -
