The 3DS can sav other Mii, if you use the program for making one and the option for "downloading" through QR code you can use other people Mii

It's a "gallery" of sorts for 3DS Miis in QR code forms

I think what he meant was that some japanese dudes are posting Mii QR codes everywhere and you can export and import a mii through a QR code.
