If you're asking "Do you need A R4 Flash card for every DS you own to load and play games?" , then the answer is yes, you do. Unless you play using download play, but that kinda sucks compared to the real thing.

But if that isn't what you're asking, you really need to phrase your questions better.

The answer is: NO, R4DS was made to replace real game karts, the thing you actually need is a game kart, R4DS is needed if you want to play in the name of piracy and cost-free
