IF this gets released I bet it's gonna install .NSP (Nintendo Submission Package) Files. As far as I'm aware that's the official Switch equivalent to .CIA

A backup loader is not considered piracy unless it uses copyrighted code (like a leaked SDK or something).
As long as people can't DMCA/C&D the website for it, you can link whatever.
Sure they can't take the site down due to a backup loader. They don't have the legal requirement.

1. Normally there will still be a [RELEASE] Thread. Just not if it contains any code from Ninty. Then it needs to be shared like ReiNAND back in the day
2. In its pure form it isn't piracy. But you'll still have to read your country's laws about that

One day we'll be able to install emulators and homebrew content to our home menus! That's the day I'm excited for.
