I've just tried it out with one of my friends: Mario Tennis Open is Region Locked Online.
In addition to that, it looks like it's Region Locked on IP Addresses as well.

And I haven't heard anything on Paper Mario 3D either

These two games are a major buy for me. As for Mario Tennis? I want to get it... Just cuz I need something new to play.

Nintendo are masters at region lock.

Seriously. If they want to really improve their online then I suggest they fuck region lock altogether. Sadly they are not Sony and it's never going to happen.
