Yes there is a patch or something, but its an old patch, and it has some silly requirements if I remember. Like, a legit cart in slot one. I'm not sure if there is a new one out, which I hope there is
The patch you're talking about is for enabling all the tracks in WFC matches. The OP is asking about the races for Download Play, which I don't think can be changed or added to at all.
