I feel like this is in the noob thread except I'm to lazy and don't have the desire to look. Any who my brother wants me to install BS9 and Luma on his 3ds like I did on mine except he has a parental lock on his that disables him to anything online so will I still be able to do it through seedminer.

You can break through the parental lock by creating a master key. Just google it[emoji849]

Short answer: Remove the parental lock if it was accidentally set up. If it was set up by your parents (your profile says you're 14) on purpose they surely do not want you to install CFW. So talk to your parents in this case.
