Hacking Luma locale switcher not working(certain game)

I installed an us rf cia of Shin Megami Tensei IV and iV apocalypse including their DLCs.
Changed the region to usa of shin megami tensei iv apocalypse and its dlc and everything worked.
Did the same for the original version of the game smt iv but when loading the game i get an error saying add on content not recognised.
And my 3ds its an eur one using b9s + luma
Why does smt iv apocalypse dlc work fine while the original smt iv does not load.

How should i patch fix this?

What's in your locale.txt?

Nvm fixes it by re downloading dlc
