Hacking Luma 3DS Locale by default?

Hey guys,

just succeeded at migrating from USA o3DS Gateway to EUR n3DS Luma after a few days of work.

My question now is, though: I got out of region DLC to work via the Luma "locales", but since my CIAs are basically all USA, I'd rather just set a blanket rule that assumes the content is USA and use locales for the few EUR titles I have. Is this possible?
