Here is an exciting new library by famous 3ds homebrew developer Steveice10! (WorldOf3dSand, FBI, bannertool, 3DSGBA)
It comes with an included example.However, it produces a bare payload that can't run without being injected into an exploit binary. These things will be ironed out in time I'm sure, the library was only released yesterday.

ctr9 has been developed using the VerifyRsaSha256 ARM9 exploit, and compatibility with other firmware versions and exploits is not guaranteed. Everything except the FS functions, and possibly the GFX functions depending on whether framebuffer addresses differ, should work between versions/exploits.
Requires devkitARM to build. Run 'make' to build, and run 'make install' to install it to your devkitPro directory.
It comes with an included example.
