ROM Hack Is this compressed?

I have this game called "Osawari Tantei - Ozawa Rina" (I think there's an English version as well anyway).
so, when I unpack it, the only data is in "Data.bin" which when hex-edited shows text such as "ACTOR_SPEED" and such.
But, It's mostly gibberish except when I use the "find lZ77 data and extract" After that I am left with a lot of Bin files that show readable text like this:

I've seen this once in Final Fantasy IV with the exact "CellAnime0.TXEU", but I am not sure what exactly is this.

Does anyone have any idea?

No , this file is not compressed

It's just .NCER file (tilemap format)
