No, there isn't, yet. You can use Moonshell voice recorder, but it's DS-mode homebrew, that means you'll need a DS-mode flashcard.

I have a homebrew that records one minute of sound and saves it to the SD card as a wav, but there is a bug in the LUA interpreter that breaks it. Once it is fixed I will release it.
