i sometimes like to pay flash games i know its weird but i like them and i was wondering if there is a flash player for home brew 3ds

No. The N3DS browser has a poor HTML5 engine, but that's about it.

Doubt, be skeptical - pretty much every open source flash implementation (like Gnash) is grossly outdated, plus of course the effort of adapting it to the 3DS...
