How do I get 16:9 480p+ ps2 games to play on the ps3, or is the upscaling and smoothing the only options available?

PS3 outputs component quality through HDMI...
by using HDMI it is the best quality you can see..
hdmi is digital, not analog... it doesn't output composite...
i don't know what are you talking about...

It's not possible that the quality is that of composite because the PS3 simply upscales the framebuffer. Composite is a video output format, much later in the chain.

Just put the ps3 setting as native (it might say simething like original) ps2 games that are 16:9 are set that way from in game settings.
