Homebrew Is it possible to do a DSIware downgrade through Citra?

So in spite of it being old news and everything, I recently read that Citra can actually emulate the 3ds home menu. As a result of this, I began to wonder if it could run varying other functions, specifically a system transfer. After a fair amount of googling, I was unable to find any statement as to whether or not it could be done. I just wanted to ask if it is in fact possible to "fake" a system transfer. I don't believe this would provide any helpful new method of downgrade if any, but I still find all this stuff interesting, so I just wanted to know. Yes I am aware you need a NAND dump to run home menu on Citra. I also don't know whether or not you can get DSIware or custom firmware onto the EMulated home menue. Again, this is all in theory.
