I ordered a super card from there because I seen it under dealers on their website, but after a google search I see a decent amount of complaints....

And how about modchipcentral.com?

I ordered from modchipcentral, and the shipping was very quick (for me). They ship from around Waterloo, Ontario, Canada, so the closer you are, the sooner you'll get your card.

Well I placed an order with them as well, and I guess there having issues, and after 8 days without sending my order I decided to go ahead and order from somewhere else that way I have a backup cart when I get them both, so I went on the dstwo website and found 3dscardshop.com under dealers on their site, but they charged me more than my receipt says and now I'm paranoid... :/ If the dstwo website lists them as a source can they automatically be assumed to be reliable?

Well as a listed source they do have some credibility, but there is nothing to stop them from scamming. You just have to hope for the best. Also have you tried contacting them to ask why they took more than the receipt said?

Yes, I sent them an email, haven't gotten a response yet, it was just like 3 dollars extra, not a huge deal. As long as I actually receive my order I'll be fine with it. But if I don't get a response, what exactly should/can I do?

Did you pay through paypal or use a credit card? With paypal you can open up a dispute and hopefully get a refund, and with a credit card you can talk to your bank. If you paid with debit card then you are probably screwed.

If it wasn't a PayPal transaction, the extra charge might've been a foreign transaction fee.

Also, it's the Chinese New Year; you probably won't get any responses or shipped items for another week at the earliest.

Have you received a resolution from modchipcentral.com?

I had to cancel an order from them recently and had a very foul time doing so, wondering if it's a norm to be ripped off by them.
