IRC - Internet Rely Chat
to make it simple, its basically like your standard IM'ing - yet much more responsive
people can engage in either private chats, or messages, hence the word or pharse PM is given or in a full on conversation in a chat room
which is basically what IRC is about it
you connect to some server, and from there there is a list of channels or chat rooms whatever you prefer
you can join these channels and engage in conversion, or just idle and spy and read the convo. going on and learn etc

gbatemp has their own server - you can connect to it through the many IRC clients or even the avaible Java applet on the site
