Hardware internet bogged down ???

Today i went to DL a file using jDownloader and my DL speed is only 12 kbs??? I have 1.5mb DL / .5mb UL connection and my typically speeds are 163kbs when DL'ing. I went to speedtest.net and my connection Ping DL/UL all came back good. What do i need to do to speed up this connection? I should also mention my router is Password protected , and my wife does not experience this same problem. Thanks in advance.

In JDownloader, make sure this number (See: Attached link) is set to 0.

You can find it at the bottom right of the JDownloader window.

it is set to 0 im not experiencing any slower web browsing just jDownloader sorry for the misscommunication

Maybe it's the site hosting the file that is a little bogged down.
