Gaming Internet acting strange...

So my internet maxes out with usenet file sharing services at 3 Megabytes per second, but my normal download rate from even the fastest file sharing services such as megaupload at non-peak hours are around 100KB/s... am I configuring my connection wrong? Also this is with all browsers...
